One of the organizires just responded to my call. The correct time is 6PM on 7th May and no passes are required for the address. Additional parking is available at 415 Weldman Rd
Which date is correct? Do we need to buy any pass to attend YSR's address at 6PM in Gandhi Cultural Center? Whom to contact?

I would go with the Poster. And the poster has 3 numbers to contact. I haven't yet, but I am sure they would be able to answer any questions.
